LSU Law Student Published in Research Paper on EPA’s New Source Review Program

As a summer intern with Resources for the Future (RFF), LSU Law student Michael Neuner (’15) participated in a research project concerning the “EPA’s New Source Review Program: Evidence on Processing Time, 2002-2014.”  The findings were published in the February 2015 edition of the RFF Discussion Paper.

Located in Washington, DC, RFF is a nonprofit and nonpartisan think tank that seeks to improve environmental and natural resource policymaking worldwide through objective social science research of the highest caliber. In collaboration with the LSU John P. Laborde Energy Law Center, Mr. Neuner’s project focused on environmental regulation and the permitting processes under the Clean Air Act as well as for oil and gas drilling and for the siting of liquid natural gas terminals, transmission lines, and wind farms.

“Sustainable Oil and Gas Development” Focus of 
Liskow & Lewis Visiting Professorship in Energy Law Lecture at LSU Law Center

Scott Anderson and Mark Boling presented, “Sustainable Oil and Gas Development,” at the annual Liskow & Lewis Visiting Professorship in Energy Law Lecture on Wednesday, January 28, 2015 at the LSU Law Center. The Liskow & Lewis Visiting Professorship in Energy Law was established through a generous gift from the Liskow & Lewis law firm. The Professorship provides funds to bring distinguished scholars in energy law and closely related fields to the Law Center on an annual basis as part of the programming of the LSU John P. Laborde Energy Law Center. Anderson and Boling also participated in classroom visits and student meetings as part of the visiting professorship.

Keith Jarrett, Liskow & Lewis’ Firm President and Managing Partner. “Energy law is immensely significant to businesses in our state, and we believe there are few areas of study more critical at this time. Scott Anderson is the senior policy advisor for the Environmental Defense Fund’s (EDF) U.S. Climate and Energy Program where he specializes in policies relating to natural gas development and the geological sequestration of carbon dioxide. Prior to joining EDF, Mr. Anderson spent many years in the oil and gas industry serving as Executive Vice President and General Counsel of the Texas Independent Producers and Royalty Owners Association (TIPRO). He was the long-time Secretary of the LIAISON Committee of Cooperating Oil and Gas Associations and currently is a member of the Committee of Visitors for the Bureau of Economic Geology at the University of Texas at Austin.
He received his B.A. from the University of Texas at Austin and his J.D. from the University of Texas School of Law.

Mark K. Boling is Executive Vice President of Southwestern Energy Company and President of Southwestern’s V+ Development Solutions division. The mission of V+ Development Solutions is to identify, develop and implement solutions to the challenges of unconventional resource development that strike an appropriate balance among the environmental, social and economic impacts of the company’s activities.

Prior to joining Southwestern in January of 2002, he was in private practice in Houston, Texas, specializing in oil and gas transactional work. Mr. Boling also served as President of SunHawk Energy Company, a small independent exploration and production company whose primary focus was the East Texas Basin. Mr. Boling was a partner with the law firm of Fulbright & Jaworski L.L.P., where he practiced in the firm’s Oil & Gas/Real Estate Section from 1982 to 1993. Mr. Boling holds a J.D. from Southern Methodist University and a B.S. in Geology from DePauw University.
